‘Homeless tapped into’ power wires in Overlook neighborhood

Marci Macfarlane stumbled onto a potentially hazardous situation in the Overlook neighborhood in North Portland. A power pole in the neighborhood was illegally tapped into at least twice, creating a fire hazard.
