SC: Centre, states should talk to farmers, experts to devise ways to end stubble burning

The Supreme Court has pulled up the Centre and states for not implementing long-term, permanent measures to curb air pollution in Delhi and relying on ad-hoc and knee-jerk ways to curb pollution when its level rises significantly. The court indicated that it may pass orders for immediate preventive measures to improve air quality on the next date of hearing in the air pollution case on November 29.


Asking the Centre and states to talk to farmers and experts to devise ways to end stubble burning, the court suggested that farm stubble can be sent from Punjab, Haryana and Uttar Pradesh to states which are deficient in fodder for cattle. As the court was informed that use of mechanical harvesters leaves a lot of stubble on the field compared to physical removal, it observed that the issue needs to be laid to rest soon as the use of mechanical harvesters will rise with labour shortage. While stressing on the need to define an acceptable level of Air Quality Index (AQI) in Delhi, the CJI-led bench asked authorities to utilise the thousands of crores lying in the construction workers' fund for welfare measures as workers have opposed ban on construction activities which hampers their livelihood. Asking the Centre to prepare a scientific model of past five year data on pollution levels, the top court ordered that prior steps should be taken in anticipation to ensure that days of 'severe air pollution' can be averted.
